[KVIrc] kvirc 3.4 for win32

I've built a 3.4.2 package with all the latest fixes for the bugs found 
in 3.4.2. The bugs fixed are:
- unable to use secure dcc without a certificate (missing ADH ciphers)
- perl scripting doesn't work (bug in kvipointerhashtable)
- missing documentation (help html pages)
- added a workaround to be sure no malicious commands can be injected in 
kvirc using it as an irc:// url handler from internet explorer
