[KVIrc] Stable Release Plan

I think it should be 3.3 (or even 3.4?)
For 3.2.x it has too many changes which differ from 3.2


Does that mean we go to Qt4 only development then?
If yes:
- using Qt4 in trunk and backporting from branch
Or
- using branch without qmake (perhaps cmake or others)
